About HS Maritime Academy

HS Maritime Academy, a division of HS Academy & Services Inc., is a federally incorporated Canadian maritime training organization headquartered in Quebec.

Established in 2017, the Academy is focused on developing practical, standards-driven maritime education for seafarers, maritime professionals, port personnel, and shore-based industry personnel.

Our work is centred on one objective:

To develop competent, safety-conscious maritime professionals through training that connects regulatory requirements with real operational practice.

Our Direction

HS Maritime Academy is being developed as a specialized Canadian maritime training institution with a focus on:

Our goal is not to become a general-purpose training centre.

We are building an organization specifically around the needs of the marine transportation, vessel, port, terminal, and maritime logistics sectors.

Our Progress

Since beginning the development of our Canadian maritime training operations, HS Maritime Academy has established the organizational and quality-management foundation required for long-term growth.

A major milestone was achieved in January 2026, when our Quality Management System was accepted by Transport Canada Marine Safety and Security as part of our development toward delivering recognized maritime training programs.

With the QMS stage completed, the Academy has continued into the next phase of development, including preparation and submission of:

• Course curricula and lesson plans 
• Instructor qualification packages 
• Training materials 
• Assessment systems 
• Course administration procedures 
• Quality-control and record-management processes 

Our academic development is being structured around the requirements applicable to each individual maritime training program.

We are progressively building our portfolio rather than attempting to launch numerous programs without the appropriate systems, instructors, and supporting documentation in place.

Quality Management System

Quality assurance is a central part of HS Maritime Academy.

Our Quality Management System incorporates principles associated with ISO 9001:2015, including:

The purpose of the QMS is not simply regulatory compliance.

Transport Canada and Regulatory Alignment

HS Maritime Academy is actively developing its maritime training activities within the Canadian regulatory environment.

Where Transport Canada approval is required, programs are developed and submitted through the applicable approval process before being represented as approved training.

Our development work considers applicable requirements and guidance from:

• Transport Canada Marine Safety and Security (TCMSS).
  Marine Personnel Regulations.
  Canada Shipping Act, 2001.
  STCW Convention and Code.
• And other relevant Canadian and international maritime standards.

This distinction is important to us. We believe maritime education should clearly differentiate between:

Transport Canada-approved training, industry professional-development training, and non-regulated educational programs.

Transparency regarding the regulatory status of each course is part of our commitment to professional training delivery.

Some programs require formal regulatory approval before delivery in an approved capacity, while others are designed as professional-development or industry training.

Our strategy is to develop each program according to its appropriate regulatory and professional framework.

Supporting Internationally Trained Maritime Professionals

Another important area of our work is helping internationally trained maritime professionals better understand the Canadian marine environment.

Canadian maritime certification can be complex for professionals arriving with foreign Certificates of Competency, sea service, STCW training, and international maritime experience.

Through workshops and professional-development programs, HS Maritime Academy is developing educational resources addressing subjects such as:

• Canadian Certificates of Competency 
• Transport Canada certification pathways 
• Direct Examination processes 
• Recognition of foreign maritime experience 
• Training requirements 
• Documentation 
• Regulatory differences between international and Canadian systems 

The objective is education and professional orientation—not to replace Transport Canada's authority in determining an individual's eligibility for certification.
